It is actually canon that the Doctor has visited Sweden. (I’m still wondering why he hasn’t visited Canada yet in canon.) According to the Tardis wiki he has been there three times. All of those visits occurred during the Eighth Doctor’s time. Maybe Eight likes Sweden very much? Oh, and apparently Two has visited Scandinavia. But we don’t know which Scandinavian country, so this visit doesn’t count.
Pretty sure the Master would not be happy with a bed from Ikea (NOT NEARLY COMPLICATED ENOUGH), but I am amused nonetheless, because this is awesome.

This fic assumes that he was and that the Master just kept out of sight so as not to alarm anyone.
